Were you going for an underwater effect here? Those are freakin' hard. It might help the look if you made the area around the character a darker color. That helps give the illusion of deeper water. A couple air bubbles might help you too. I like the running eyeliner though. :-)

I was going for a serene water as a tropical type effect, more of a peaceful look. As for air bubbles I did think that would be a good idication of underwater but the point of the picture is she is at peace at last and therefore no air bubbles anymore. Maybe I can add a couple of inquisitive fish investigating this strange girl and better water lighting on the face.
